He controls the land, but not the people. Wraith possession would be a good way to control the people and stamp out any freedom fighters resisting his authority.
Or maybe he got his vast amount of power by striking a deal with someone that wants the wraiths released.
Or he's just bored. Wraiths always liven up a party!
